Catholic priests' celibacy hurtful truth

Pope Paul VI, in his letter Sacerdotalis Caelibatus (Priestly Celibacy, 1967) agrees not to marry as a wish for the clergy. but he admitted "The New Testament which takes care of Christ's teachings and the apostles is not openly commanding not to marry the holy ministers.  Jesus himself did not teach it as a wish. when he chose the twelve. nor ask it to the apostles for those who ruled the early Christian communities.

What is the main reason why Apostle Saint Paul advised not only to the ministers of the Gospel but to all members of Christianity that it is better not to marry?

LEASH - 2. check; curb; RESTRAINT: to keep one's temper in leash; a tight leash on one's subordinates.
